Add Footer Parameter To SEARCH

In the process of updating the BugsContrib I was somewhat surprised that there is no footer parameter to SEARCH to match the header

Logical enhanement, no-brainer. header is per web, so footer should also be per web.

To clarify. This item was accepted by consensus. No concern raised within the 14 day period. I personally also agree that this is a no brainer.

Feature was not implemented before the deadline of 4.2.0 so deferring to GeorgetownRelease.
