E.G. bug may only be reported for a particular plugin but to fix it may require changes that affect many plugins, each of which should be reported in this field on the bug's topic.

It doesn't nesesarily have to be filled in on filing the bug. It could also be filled in as more is learnt about the bug.

It is also there with a view to using BugReports for filing plugin bugs, although it is yet to be finalised whether those topics should be stored in the Codev or Plugins web.
