Feature Proposal: Deny Password Change for TWikiGuest

The password for the TWikiGuest account is public (by definition) for sites that have that account. Anyone can thus ChangePassword of the TWikiGuest user, which can be an annoyance.

The TWikiGuest account should be protected so that it is not possible to change the password. The site administrator still can generate a new password and reset the password if needed.
