Deprecate TWiki::Fun::permissionSet

While trolling through TWiki::Func today, I came across permissionSet. What an odd little function!

What does it do? - it tells you if there are any permissions (VIEW, CHANGE) set on a web (i.e. in WebPreferences)

Where is it used? - Never in the core. Once, in TigerSkinPlugin

What is it useful for? - not much, AFAICT

So I propose to deprecate it, as described in Bugs:Item3578

Remember, deprecation doesn't imply removal - it just says "don't use this method". We will remove it at some distant point in the future, I'm sure. However if you feel you can't live without this function, shout and the deprecation can easily be raised.

If we deprecate this we should do it in line with our process as agreed on in one of our release meetings.

Searching... and did not find a doc, the closest one is ProcessToDocUndocumentedStuff.

Accepted by 14-day rule. I did not see Peters comment as a concern raised. Only a comment HOW to deprecate it. And Crawford understood it same way and rightfully added the deprecation label to this not used function.
