Feature Proposal: Don't hide non-hidden attachments

Motivation

I think that we either should remove the attachment toggle, or at least have the attachments shown in open toggle state by default. We have reports that people cannot find attachments because they overlook the attachment toggle button. Just last week we had support question Support.SID-00975 that shows the issue at hand.

Description and Documentation

Which option should we go for?

  1. Remove toggle feature in attachment table, e.g. always show non-hidden attachments.
  2. Keep attachment table toggle feature, but have initial state open toggle.

Which one? I tend to remove the feature. Opinions?

I put myself as committed developer. Since we have the toggle feature already, I suggest we keep it but have initial state open.
