Bug: German umlaute break WikiWords on Windows Server 2003

When clicking on a non-existant WikiWord that contains umlauts, the following edit-screen shows other characters than the umlauts, thus breaking the creation-process of the document. For full report and patch see GermanUmlauteOnWindowsServer2003AndWindowsXP? .
