Iejs is the name of the JavascriptBasedEditor 'skin' that you need to use to get the Javascript helper bar at the bottom of the screen. (See that topic for details).

It is invoked using parameters such as 'skin=iejs'. Clearly this is a hack because it is not a skin, instead it should be used in conjunction with a skin.

HtmlAreaEditor contains some suggestions as to a solution for this.

Same goes for Wysiwyg plugin. Its control for whiteboard and comment areas. Therefore it does not belong in the skin vector (replace all templates), it belongs along the "edit textarea" vector.

Correct. it doesn't pretend to be a skin. It happens to use the skin mechanism to switch in an alternate template, but that's an implementation detail.
