When someone renames a page, then all pages that refer to that page will usually be touched, to change the link. Each of these touches appears in WebChanges, making the list almost useless. Worse, because of topic parenting, any topic that is the parent of many others that gets renamed ends up with a huge spam of irrelevant topic changes.

No response to this when posted as a bug; a bit more when requested as a feature so go there to follow the logic: MakeLinkChangesSilent

I'm marking it as duplicate even though it isn't because it does duplicate the feature and is just being ignored anyway.
