Bug: (Skin Not Used)

I installed the tiger skin plugin, set the skin=tiger in twiki preferences and the skin doesn't display automagically. It does display if I manually add "?skin=tiger" to the url though. Presumbably, the twiki prefernce setting isn't being read or something like that, but I can't tell or see how it would be missed. NOTE: I have tried this with only the default installed plugins and the skin plugin: the list below represents currently installed plugins and does not represent the environment where the problem is seen.

my TwikiPreferences? (exerpt):

Specify plugins as a comma separated list of topics.
      * Set INSTALLEDPLUGINS = TWiki.DefaultPlugin
      * Set DISABLEDPLUGINS = EmptyPlugin
      * Currently activated plugins: %ACTIVATEDPLUGINS%
      * __Note:__ In case you have a rough plugin you can disable all plugins with the ==$disableAllPlugins== flag in the =TWiki.cfg= file.
      * set SKIN = tiger

Test case

Install tiger skin, set twiki preferece, restart twiki, don't see expected skin.
