I understand that
TWikiRelease01Feb2003 has been released, but although I am a registred TWiki user for at least three years, I haven't received any mail showing where I can download it.

To say the release is ready but then say here the URL is not available because the release is yet to be finalized is some sort of TWiki developer joke, right?

Well, it boils down to time. Please remember that the core team members and developers volunteer their time, and there are only 24 hours in a day. In case someone cares to know, I was working over 2 hours a night on TWiki for the last two month.
Next step after making the zip file available is to finalize the release text (I was waiting for the OK from the PR department of two companies for testimonials to be included in the press release), then to announce it to subscribed users (after removing the unsubscribe requests - I want to be a good neticen and would like to avoid graphical email messages...)

I thought that the release was actually available, and I'm on the
CoreTeam, so you can be excused for being confused
To be honest, I think that making the release available and doing the press release could happen separately as long as the release didn't take too long. But I guess the release text is part of the notification email...
NoRegisterDownload is somewhat relevant here, in that the download URL is not normally published, i.e. you have to register. If it was published, it would be easy to find the URL and download the release as soon as it was uploaded.
