Added TWIKISTYLETOPIC and TWIKILAYOUTTOPIC.

TWIKISTYLETOPIC can be tested in Sandbox and Codev. Select BlueStyle, or:

1. create a new topic with css definition in Sandbox
2. add it to this form
3. change your user topic to select the new style topic
4. go back to Sandbox or Codev

TWIKILAYOUTTOPIC will get useful when pattern skin is finished and installed...

there's something funny with the INITIALS setting, my short 3x-click sig is broken now...

I've changes the css Style and Layout settings to be the user over-ride version, rather than the sitewide setting (this will be more important when we use the pattern skin)

for speed reasons I'd like to change the setting to a url rather than a topicname -- SvenDowideit - 27 Jun 2004
