SID-00648: Clone form based topic and update field at the same time

I have topics that are created from a form which have URLPARAM in one field. Upon creation the URLPARAM is correctly substituted.

Later on I want to create a new topic based on the previously created form based topic and get the filed updated by again by a URLPARAM. The result I want to achieve is a copy of the topic under a new topic name and at the same time update one of the fields in the form.

Another way to solve this could be by using %CALC{"substring(%TOPIC%, 3 ,5)"}% in the form but it is substituted and hence the second time it is also gone.

Is there a way to create persistent TWikivariabels to achieve a solution?
