Question

After rolling out the Pattern Skin, there is a "BROADCASTMESSAGE" in percent signs displayed at the top of the screen.

Would anyone know the syntax for modifying this to say for example, "Welcome to Twiki"? Should it be added to Twiki Preferences?

Thanks
