Leo stands for Literate Editor with Outlines, and looks like a pretty good tool for writing or documenting programs.
There are some shortcomings in documentation (IMHO) which the author (Edward Ream) seems to be attempting to address at this time (April / May, 2002).
The terminology confused me at first -- he uses "headlines" for what I (and HTML, and others) call "headings" -- he seems rather set in his ways with respect to that.
Also, although the author has tried to address using it with a tool like CVS, it appears to be rather cumbersome to do.
These three TWiki pages have some mention of Leo:
I started some additional documentaion for Leo in a Leo outline, stored on my Windows hard drive (k:\Leo\Save\LeoDocs(cb)(rhk version).leo) -- it consists of some annotation added to the
LeoDocs(cb).leo file. (I sent copies of this to Edward Ream and
DavidLeBlanc, in April/May, 2002.)
