So far as I can tell, this applies only if you are using something like twiki basic authentication, using a htpassword file managed by twiki. It does not apply if you are using external authentication, such as an IT managed password system. See ConfusionReconcilingCompanyWebAuthenticationWithTWikiAuthentication? It's still a good idea to change your password regularly; you just may not be able to do it from within TWiki. Or at least from within the default set of TWiki tools.
