Feature Proposal: Remove ClassicSkin from core TWiki

Motivation

Nobody is using the ClassicSkin, and nobody is maintaining the skin. Also, the default look (if no skin is defined) is almost identical to the classic skin.

Remove the ClassicSkin from the core TWiki distribution.
