Bug: included WebChanges are sorted A-Z instead of by modified time

This bug is in RcsLite. This was found during the testing of RevisionDateJan1970.

Test case

Crap I think i've found another bug in it. Matt - can you have a look at your WebChanges and tell me if things are in the right order? - it looks like on mine its not -- SvenDowideit - 02 Mar 2004

nope! the right date is reported, but the sort order is alphabetical in WebChanges. However the front page sort order is correct

UPDATE: %twikiweb%.WebChanges is sorted by date, but someotherweb.WebChanges is sorted alphabetically.
