SID-02505: TOC link doesn't match generated anchor

I have a section in an article with a fairly complex header:

---++++ Internet of Things (!IoT) network ("%BLUE%Z%ENDCOLOR%")

When I use the TOC shortcut it generates a link, but it doesn't match the anchor, so the link doesn't work.

Link: href="#Internet of Things (_IoT) netwo"

Anchor: name="Internet of Things (_IoT) networ"

Note that the anchor ends with an R while the link doesn't.

If I add the "r" to the URL after clicking, it does go to the intended section.
