I want to use Twiki to manage my local political chapter and have its information available to members of our group. Is that possible?

Yes. You can install TWiki on your own server, or ask one of the TWikiConsultants to install it for you in the cloud, or on your own server. Please note that TWiki.org is not a webhosting platform.
