Question
I get:
Create Web Access Denied
You do not have permission to create new TWiki webs.
I don't know how to make a web. I used the form, I've tried many things. I get no web hits, so I think this must be documented somewhere, but I just don't understand how. In older versions you'd just create a directory.
Everything else seems to work, and the testenv shows nothing wrong. Am I just missing or misunderstanding some obvious directions somewhere? Seems like a pretty common thing (creating a web).

Answer
You still can create webs the old way, e.g. by duplicating the
data/_default directory.
If you are using the web-interface you need to be part of the TWikiAdminGroup group, or whatever group is defined in the
ALLOWWEBMANAGE setting in your
TWikiPreferences. Make sure that authentication works.
