SID-00109: WebNotify Doesn't Work - But Registration Notify Does

(I hope this isn't repeating itself over and over. )

We're at our wits end. The notification to the Admin works fine when somebody registers. However, none of the WebNotify systems work when anyone makes any changes. We have 5 webs running off of TWiki and anybody can make changes on any of the 5 without any notification going out. My IT guru has pored over everything he can think of and I've twiddled every dial that I can.

What, exactly, goes into the WebNotify page, at exactly what position on that page.

Where else, exactly, does exactly what have to be typed to make this work. We're already up to a monsterous amount of content and this is getting away from me.

Any ideas as to what we might have goofed up to break this fine engine?
