SID-00115: new user unable to create topic

I was facing problem to register user via email (as the system was not able to send mail), so i disable it and then was able to register new user.
The new user created was then not able to create any new topic, but when i add this user manually in "Set ALLOWWEBCHANGE", then the user is able to create and modify the topics.
So, my question is why by default the user created by filling the registration form is not able to create a new topic?
PS: admin user is able to create and edit topics.

Known issue in TWiki 4.2.4: Regular users can't edit content in the Main web. Fix: Remove the groups in ALLOWWEBCHANGE in WebPreferences of the Main web.
