Does the TWiki engine evaluate WebPreferences before or after the topic's preferences?

There seems to be a contradiction the the doc whereby WebPreferences variables can be FINALIZED but variables like ALLOWTOPICVIEW get evaluated before DENYWEBVIEW.

Although the syntax is the same, overloading of access control settings is handled differently from preferences variables.
