SID-00364: attachment error

I installed twiki-4.2.0 on window server 2003. I run "configure" page without any errors. It works fine until I tried to attach a file. Originally I thought it is because I put space in directories, but it doesnot work even I attached a file such as "c:\test". The errors are as follows:

Either you did not specify a file name, or the file you are trying to upload // MDL v1 utf8 bla = blubb has no content. You may not upload an empty file. Please go back in your browser and check again.

** bla=blubb is the content of test.

I wonder if anyone can help me on this.
