SID-00488: Plugins don't work in WebTopbar or WebLeftBar

QUESTION: How do I get ANY plugin to work in the webleftbar or webtopbar for patternskin? I want to be able to use the formquery plugin but no plugin seems to do anything in the left or top bar. They work fine in the main "panel" however.
Even if I just do: a <nop>%CALC<nop>% that does a date subtraction, it only works in the main "panel" and not in the navbars.
I checked all the documentation and can't find a setting that says anything about not allowing plugins to work there.
What am I doing wrong?

UPDATE: It's not the PLUGINS that weren't working in the left and top bar.
It's a * Set VARIABLE = %CALC% or * Set VARIABLE = %FORMQUERY%
that wasn't working. Any * Set VARIABLE = that uses the output of a plugin like spreadsheetplugin or whatever FAILS and the reference of the variable doesn't work.
Does this help anyone try to answer my question? I'd like to set variables in the left and top bar but for now, I'm just using the RHS every time I want to reference.
Ideas?
