There are two variables Set FORCENEWREVISIONCHECKBOX = checked and Set DONTNOTIFYCHECKBOX = checked that turn on features of the TWiki code when I'm saving changes so I don't have to remember to turn on these checkboxes each time. Is there a similar variable I could set in the TWiki master preferences so that all webs are searched by default and someone must uncheck the 'all public webs' checkbox to search on the current web?
Is there another way to make searching 'all public webs' default?

There is no global options at this time, but this is a good idea. Please submit a feature request (see link in sidebar).
You can change search box in the top bar to search all webs by default. See
TopBarSeachAllWebs,
SearchAllWebsTopBar,
HowToChangeSearchBoxScope,
DefaultSearchAllPublicWebs.
