SID-00669: Configure looks for LocalSite.cfg in unexpected location

So I think I almost have this thing running. I'm on Ubuntu 9.10, gotten as far as running the configure script, but then I get this warning:

"Configuration file /usr/share/perl5/LocalSite.cfg does not exist, and I cannot write a new configuration file due to these errors:

/usr/share/perl5/ is not writable

You can view the default configuration, but you will not be able to save."

I've looked around for the setting that tells Twiki where this cfg file should be, but can't find it. I did find that file in /etc/twiki, is that where it should normally be? How can I configure twiki to use that location?
