SID-00691: How to execute a command based on a condition ?

Hi, I want to execute a command (for example, setting the skin as plainskin), based on some condition (for example, if the user is xyz).
If I try using the
IfDefinedPlugin, it just prevents the display of the command but executes it anyway (irrespective of who the user is). If I use INCLUDE (as in
ConditionalDisplayInTemplate - wherein I set the skin parameter in another topic and include it in this topic), it displays the line but doesn't actually execute it.
Any ideas ?
