SID-00889: pdfrecursive GENPDF produces 0 byte PDF

I have been trying for a couple of days to get Genpdf to print out the children of the base topic. When i run the following URL it produces a PDF that is 0 bytes, it says its corrupt and empty. http://twiki.veritech.com.au/bin/genpdf/Main/CaeNetworkDoco?pdfrecursive=on?pdftitle=CaeNetworkDoco

i also had it configured as a variable in web preferences but it was giving the same problem of producing a 0 byte pdf

does anyone know of any solutions for this problem.
