I am trying to use the Comment plugin. This works fine but since we are 12 hours ahead of GMT, when somebody leaves a comment in the morning, the date tag is of the previous day. I have changed the localization from gmt to servertime but this does not seem to help. Is there a way I can get this to give the correct time and day when a comment is posted?

Not sure, plugins should be aware of gmt vs servertime configure setting. Which plugin are you referring to, the
CommentPlugin or
ActionTrackerPlugin?

I am refering to the
CommentPlugin.
After the comment, it shows the date the person put in the comment. And this tends to show the previous day if it was entered during our morning.
Eg.
This is really good. --

Look at the comment plugin template rules,
TWiki.CommentPluginTemplate. You can replace
%GMTIME{}% with
%DISPLAYTIME% or
%SERVERTIME%. Best to overload in the user template so that your modifications do not get lost on upgrade.
