SID-01195: notification for 1 Web displays changes since 1970

I am administering a Twiki where only one of the Web's notifications email nightly all changes since for the past 4 months instead of the daily changes like the other Webs and says since 1970.

The closest I've come to finding information is the comment in the http://twiki.org/cgi-bin/view/Plugins/NotificationPluginDev page:

"if the {username}NotifyList topic is initially empty, the topic appears to be created in 1970 (Unix epoch) which is kind of ugly..."

I copied the entire topic text from a working Web and also found that the parent topic was removed in the past. I put back WebHome like every other notification and now I can not see any difference between this Web and the working ones.

I ran configure, it only reports an error for {ScriptUrlPath}δ not set, but when I go to next it says it has changed and needs a password (also not set). I don't want to mess with our production configuration at this point. I have saved the configuration HTML, but for security reasons I will email upon request.

Error info Email notification displays past 4 month of changes instead of daily changes. Other Webs in Twiki work correctly. Also says all changes since 1970.

Nothing noticeable in web error logs during time notifications go out (2am).

Only error in 'configure' is {ScriptUrlPath}δ is not set. May have been set manually by previous admin.
