SID-01207: WYSIWIG Buttons Come up Blank

I have a TWiki environment in place running:
- TWiki-4.2.4, Sat, 06 Dec 2008, build 17773
- WysiwygPlugin (03 Aug 2008, $Rev: 17680 (06 Dec 2008)
- TinyMCEPlugin (03 Aug 2008, $Rev: 17302 (06 Dec 2008)
In this environment the WysiwygPlugin works well with only minor button rendering issues. We are now trying to set up a replacement environment with new hardward etc. During our testing we have noticed that the WysiwygPlugin is having additional issues.
Several of the action buttons (manage attachment, link, unlink, font color, insert table, etc.), when clicked, bring up a pop-up window, but the window is completely blank.
I've done a quick check to make sure all the plugin requirements are in place in the new environment. I haven't yet been able to identify if there's some other piece of the server config that could be causing this behavior.
Any ideas of places or settings to check?
New Environment Specs
- Server OS: Red Hat Enterprise Linux Server release 5.3, kernel 2.6.18-128.4.1.0.1.el5
- Web server: Apache/2.2.11 (Oracle Fusion webtier 11g)
- Perl version: 5.10.1

Discussion and Answer
Those windows are delivered via HTML pages in the TWiki pub directory. You possibly have a Apache setting to disallow html in that directory? Check (and disable) SELinux, it might interfere too.
