SID-01306: BlogPost posting rights

I use this http://twiki.org/cgi-bin/view/Blog/BlogPost

In web preferences i have set, that only admin can create topics. So this also affects blog posting, so only admin can post in categories.

How can i make one exception? So normal user could write in one blog category?

Any ideas?
