SID-01615: How a Add a Topic and get started

I have just configured TWIKI in Ubuntu Linux and its working fine. but the thing is i am not well aware of how to create a Topic and then defining rights to it and using it. Although i have followed all the documentation that how to create a but its of only two lines. its uncleared.

Kindly Help me in this regard
