SID-01754: How to enable "Edit personal data" in Users Page for OwnUser

Users logined to the Twiki and not able to updated their personal data except "EmailAddress" and "Password" in Users Page. While we click this link "Edit personal data", this message is prompted "Access check on UserName failed. Action "CHANGE": access not allowed on topic.". How to resolve this?
