SID-01765: Webnotify sends increasing list of changes that never resets

We have Webnotify running on a nightly schedule. Every day, subscribers get a list of changes, in chronological order, but the list just keeps growing. In other words, subscribers are getting all changes since June 29 (when we started the service).
I would think that the correct operation is that the notification only occurs once for each change. i.e., the notification should only include changes since the last email notification.
I have read through the
MailerContrib documentation and been unable to find settings related to "resetting the clock" or to limit the range of dates over which changes qualify for inclusion.
If relevant, cron job on Debian server is as follows:
0 2 * * * www-data perl -I /path-to-twiki/twiki/bin /path-to-twiki/twiki/tools/mailnotify

Thanks, that was the problem. Permissions were correct, but owner/group for that particular directory had somehow been set to root, not www-data.

All dirs and files below
twiki/data,
twiki/pub and
twiki/working need to be owned by the webserver user.

I just checked and all files/directories had the correct ownership, with the exception of
MailerContrib (before I corrected it). I am not sure why
MailerContrib had different ownership - I must have erred during the last TWiki upgrade.
