I am interested in using TWiki (Windows version).

I understand that the latest version for Windows is the 4.0.

Based on this, is any licensing restrictions if a use the Windows version in a company environment?

This is GPL, e.g. restriction on redistribution, but no license restriction on use.

I recommend using the TWiki-VM, it performs better compared to a native Windows installation. See DownloadTWikiVM.
