I can't get it to work and it appears that the plugin requires functionality that has been disabled in all recent versions of modern browsers.
Am I missing something, or is this obsolete (and replaced by something similar)?

Discussion and Answer
specifically, it's Java that appears to be blocked. I have the latest version on my system, but when I go to java.com and ask 'do I have Java' and 'verify Java' the browser cannot verify, even though on the Java control page it tells me I have the latest.

and this makes me believe that it may be busted for good?!
(from the Java "more Info" link)
Chrome no longer supports NPAPI (technology required for Java applets)
The Java Plugin for web browsers relies on the cross-platform plugin architecture NPAPI, which had been supported by all major web browsers for over a decade. Google's Chrome version 45 and above have dropped support for NPAPI, and therefore Java Plugin do not work on these browsers anymore.

Yea, there is a clear way to move away from embedded Java in web pages. Same for Flash, fortunately. Unfortunately that means the
TWikiDrawPlugin is no longer practical. Existing drawings still render properly because they are rendered as images.
Someone could create a new plugin that works with
JavaScript. Until then you could look into other solutions, such as Gliffy.
