SID-02440: Attachment does not exist and could not be deleted

Attachment does not exist and could not be deleted probably because of encoding. Example http://wiki-na.ms.com/RTDev/ShenZhenStockExchange I wish somebody can help let me know how to remove the attachment with weird names.
