I've been trying to get
PatternSkinColorSettings to work and have managed to get it partially working. There are a couple of issues though.
1. After I change the color variables in the
PatternSkinColorSettings topic and save the changes the theme-colors.css file is not updated. To get the theme-colors.css updated I need to edit the topic again, not making any changes, and save it again. When this is done the changes are reflected in theme-colors.css
2. Not all the changes to the color variables seem to have an effect, for instance HEADER_BACKGROUND. If I change this and save it so that the changes are in the theme-colors.css and load a page the h2 and h3 parts of the page very quickly flash the specified color and then display the default
PatternSkin colors. The same applies to TOP_BAR_BACKGROUND at least (I've not done an exhaustive check on which variables work and which don't. The problem with the HEADER_BACKGROUND may be similar to the issue reported in SID-02415:
PatternSkin H2 Refuses Modification.
Any help appreciated.

Forgot to mention that I also tried Chrome and Internet Explorer browsers and the result was the same.
