Some additional info about the system:

I've added some fixes manually to let TWiki to display local time, not GMT. This canges were made using content of topics existing here, at TWiki.org.

Answer

You seem to be asking for someone else to debug the changes you've made to your TWiki... This is really a Codev topic, but if you are going to change the TWiki code you need to do your own TWikiDebugging. Have a go at debugging this first (e.g. reverse all the changes then make one change at a time till bug re-appears), then post again in Codev if you are really stuck, or on the pages where your changes came from.
