Feature Proposal: Add <autolink> tag

Motivation

For those who desire autolinking in a web that has set AUTOLINK to off

Description

the <noautolink> tag needs an opposite wrapper pair of tags that will force autolinking on topics in webs that have set the AUTOLINK variable to off.
