Feature Proposal: Add section parameter to ADDTOHEAD

Motivation

The ADDTOHEAD variable already supports a topic parameter so that topic content can be included into the head section of the HTML. In some cases it is useful to include just a section instead of the whole topic.

Add a section parameter that works exactly like in INCLUDE.
