Codev Needs Brainstorming

Before the ChangeProposal workflow change we had a workflow that included a FeatureBrainstorming. This is no longer available. Brainstorming on ideas is a very important part to keep TWiki at the forefront / in line with other wikis. It is also important to make Codev a sticky site that invites TWikiCommunity members to come back frequently.

Suggestion: Add a BrainstormingIdea to the BasicForm's TopicClassification. That way it is easy to bring a brainstorming idea. It is also easy to reclassify one as a DefineTerm or GatewayTopic. If a brainstorming idea is worth persuing, a new ChangeProposal can be created. This refactoring step is needed anyway, so it makes sense to do that as an explicit step.

Suggestion; when someone posts an idea, comment on it. Even if it's only to say "what a ridiculous idea!".

Too many ideas have died due to lack of water in the Codev desert.

Somewhat to my irritation, people have started posting into the develop bugbase just because they know people will read and comment on what they wrote.
