Documentation Proposal: How's about a new web for How To documents!

Motivation

Um, gee, wonderful as TWiki is, it's not always obvious how to do something. Many somethings.

Description

The topics in this section can be aimed at more than one audience, but should be tagged as such. And should be clear.

Better how-to documents and advocacy documents are definitely needed. Agreed, better not to introduce a new web. I prefer well organized SupplementalDocument topics in the TWiki web.
