Bug: Replacing TWiki Form loses form field values

TWikiRelease01Feb2003 carried over values of identical form fields when you change the form. This feature is currently broken, and needs to be fixed for CairoRelease

Test case

• Here in Codev, change the form of this topic from WebForm to BasicForm (but don't save!)
• The fields of same name are cancelled out: TopicClassification, TopicSummary, InterestedParties, RelatedTopics

Follow up

After some debugging I found that this bug is caused by the recent FormDefaultNotWorkingForTextField fix. When I comment it out, form field values after changing the form do not get lost.

Fix record

This is now fixed, conditionally, depending if changing form in edit, or if new form supplied by URL param. In SVN.

Removed ScheduledFor: CairoRelease since recently introduced bug.
