Is the Blog web scope limited to Blogs about TWiki or is it a Web where a person may
use TWiki to blog about anything? If A then what web fills the bill for B. and visa-versa?

Discussion
Travis, I believe the TWiki blog is to allow people to blog about TWiki (and subjects closely related to TWiki). If you want to blog about any other subjects then you'd need to start your own blog.
Blogger.com
is as good as any.
Regarding the TWiki Blog Strategy, what I envisage is that we have a page that lists all blogs
that are not on the TWiki site that are in some way related to TWiki. So, let's say that you,
TravisBarker, set up a blog on Blogger and your blog is, say, 20% TWiki and 80% other stuff. In that case then there would be a page on Codev called perhaps
TWikiFriendlyBlogs that would list the Travis Barker blog (and, hopefully, many other TWiki related blogs too).
In time this page would grow into a valuable resource for the Codev community and, perhaps, a page that we could point TWiki newbies towards.

I would add that if you talk about TWiki in your external blog, one nice thing would be to have there a "twiki" category/tags/keywords that we can have a RSS of so we can perhaps put in place a
planet
of TWiki blogs.

I also agree, that blog posts in the TWiki-Blog should be about TWiki or at least about Wikis in general.
