Feedback on the DistributionContrib

1. The current version lacks docs... will do soon.
2. Fetch version picks up off my server (twikireleasetracker.mrjc.com) until I have had a chance to talk with Crawford and Peter about where best to store expanded downloads.

This version updated for use with Cairo (TWiki20040901) without it the detection of the twiki version number fails to map to the distribution, this was because the format of the WIKIVERSION variable changed to include the subversion release number, flummuxing the parser.

Martin, I made some enhancements to the NewContribTemplate and created supporting Contrib topics. With this I changed the DistributionContrib topic text:

• Heading on top, followed by short description
• Added SHORTDESCRIPTION in "Settings" section
• Added a note to the "Installation Instructions" section
• Added link to GPL in "License" table row
• Added "Appraisal" table row
• Fixed heading levels

Could you take that into the next release of the package?
