Not sure loading every single registered user at TWiki.org is so practical...

We need FormQueryPlugin or the MetaTableSearch to do this properly... probably look through PluginsCoreTeam (would encourage people to register too).

Also requires my patch on DynamicFormOptionDefinitions to allow pulling in of people
