I am confused by all these xxxPlugin topics
I think that in this web we should try to avoid the suffix
Plugin in topic names unless:
- The topic describes an available plugin
- The topic describes the specification of a new plugin

I think we're in pretty good shape at the moment. The rules above already apply with a minimum of exceptions. I'd actually go further and say that a xxxPlugin topic should not be generated until the Plugin is actually ready to go. Use xxxPluginDev for the specs of new plugins.
Andrea, further to my comments in
ExperiencesSubmittingPlugins, how do you feel about creating a
HowToDevelopPlugins topic that advises on directory structures, where to ship files, how to test, etc?
PluginPackagingHowTo goes part of the way but is incomplete and needs refactoring.

The "how to" for plugins is the
TWiki.TWikiPlugins topic. It should describe all you say in
PluginPackagingHowTo.
IMO, it is better to have SomeThing
Plugin for all plugins since the topic should be identical to the topic that is in the distrib.
